Culture is easy to spot, but hard to create. A new church must understand that culture is constantly being created and evolving. In order to plant effective churches that transform communities, a new culture must always be created. Core Values are the driving force of culture creation. As new values are instilled into a group of people, a culture is shaped from those values. If church planters can intentionally implement core values within a church, then that church will be able to create a new culture centered around Christ and his kingdom that will draw people who do not know him.
